In December, 2018, a community meeting was held in Raton NM, our County seat, to address the substance abuse and opiate epidemic plaguing our County. By the end of the meeting, two things were apparent: 1) For the most part, individual agencies and organizations were not aware of the resources available from other agencies and organizations; and 2) No cohesive strategy existed to deal with our drug problem. As a result, the decision was made the following January to develop a formal structure to address these issues.

Initially, RAIN was a consortium of individual agencies and organizations, along with concerned citizens. There were a lot of good ideas but no funds to carry out activities. At the end of the 2019, the group decided to incorporate as a nonprofit organization in the State of New Mexico and the following March received designation from the Internal Revenue Service as a 501(c)(3) nonprofit organization eligible to receive tax-deductible contributions and apply for grants.

In the Spring of 2020, the Miners Colfax Medical Center (MCMC) located in Raton contracted with a consultant, Retha Shiplet, to study and develop a mental and behavioral health model. That report was approved the MCMC Board of Trustees later that summer, and they designated RAIN to implement the model. In September, 2020, the model as adapted by the author and it became our Strategic Plan.
